Keith Kaspari – Airport Director

Keith Kaspari joined the Staff of the City of Waterloo and Waterloo Regional Airport in November of 2014.  A veteran of many stops in the airport business, Keith relocated to Waterloo from the Capital Region Airport (Authority) in Lansing, Michigan. Prior to Lansing, Keith made stops at Sawyer International Airport in Marquette, Michigan; Abilene Regional Airport in Abilene, Texas; Sioux Gateway Airport in Sioux City, Iowa; the Burbank-Glendale-Pasadena Airport (Authority) in Burbank, California; and, the Grand Forks Regional Airport (Authority) in Grand Forks, North Dakota.

Keith holds a 1995 Master of Public Administration degree from the California State University at Northridge, in Northridge, California; and, a 1989 Bachelor of Arts degree from the University of North Dakota in Grand Forks.   

A Certified Member (C.M.) of the American Association of Airport Executives (AAAE), and a Member of the Executive Board of the Iowa Public Airports Association (IPAA), is a previous 2010 recipient of the Airport Manager of the Year Award by the Michigan Association of Airport Executives.   During his years in the Airport Industry, Keith has provided project management services for well in excess of over $65,000,000 of FAA and State funded airport development projects.

In his down time, Keith enjoys traveling with his wife, visiting with friends and family (with a goal of flexing the passport much more often), while also spending time with his wife and 9-Year old Tri-Color Basset Hound – named Bentley, or Mr. B.

Sheila Combs – Airport Bookkeeper 

Sheila has a B.A. in Accounting from the University of Northern Iowa and has been with Airport Administration since December 2003.  She is also co-owner and CFO of a small construction company.

In addition to crunching numbers, Sheila enjoys spending time with her husband and daughter, attending country music concerts, riding Harleys and caring for her 4-legged brood – a Corgi mix dog, two horses and three barn cats.
