Airport Board

The Waterloo Regional Airport (ALO) is a non-hub, primary commercial service airport serving Waterloo-Cedar Falls and a ten-county market area that has a Metropolitan Service Area (MSA) of 162,435. American Airlines provides daily round-trip service to Chicago for connecting flights to over 700 cities worldwide.

Waterloo Regional Airport has an Air Traffic Control Tower (ATCT) and General Aviation (GA) facilities, including hangar rentals and a full-service Fixed Base Operator (FBO), Livingston Aviation.

An Airport Advisory Board consisting of seven members, who are appointed by the Mayor of Waterloo and approved by the Waterloo City Council, oversees the Waterloo Regional Airport. The Airport Board works closely with Airport Administration and recommends policies and actions to the City Council.

The Airport has approximately 110 based aircraft and 25,000 annual aircraft operations.

The Airport has an annual operating budget of $900,000 and a 5-year capital budget of $22 million. The Airport is self-sufficient (cash basis) and funds its capital projects primarily through Federal Aviation Administration (FAA) grants matched with Passenger Facility Charge (PFC) funds.

The Airport is open from 7 a.m. until at least an hour after the last flight of the day, 7 days a week. The ATCT is open daily from 6 a.m. local – 8:00 p.m. local. Airport operations personnel are on field from 6:00 a.m. – 10:00 p.m. Tours can be scheduled by calling Livingston Aviation.

Dr. Todd Holcomb, President, Hawkeye Community College

Dr. Todd Holcomb became Hawkeye Community College’s eighth president on July 1, 2019. Hawkeye is a comprehensive community college serving students in a 10-county region of northeast Iowa. Dr. Holcomb previously served as president of Western Nebraska Community College in Scottsbluff, Nebraska from 2010 to 2019. Prior to becoming president in 2010, he was vice president of student services from 2009 to 2010, which followed a six-year tenure as associate vice president for student affairs at Iowa State University. He also served as an interim director for both ISU Dining and the Department of Residence at Iowa State. Before Iowa State, Dr. Holcomb spent nine years at Miami University in Ohio (1994-2003), serving as associate director and later director of the Office of Residence Life and New Student Programs, interim assistant vice president for student affairs, and associate dean of students for residence life and new student programs. Dr. Holcomb has a Bachelor of Science in Psychology from Truman State University, a Master of Education in Higher Education Administration from Texas Tech University, a Doctor of Education in Higher Education from the University of Georgia–Athens, and a certificate in fundraising management from Indiana University’s School of Philanthropy. A native of Tipton, Iowa, Dr. Holcomb is an active community member in a variety of organizations and his hobbies include bicycling, skiing, and golf.

Cary Darrah, President and CEO, Grow Cedar Valley, Airport Board Representative of Cedar Falls.

Cary Willoughby Darrah is President & CEO of Grow Cedar Valley – the regional economic and community development organization. Prior to assuming the role of President & CEO in 2018, she was Vice-President of Community Development for Grow Cedar Valley as well as President of the TechWorks Campus – an industrial redevelopment project and subsidiary of Grow Cedar Valley. After graduating from Cedar Falls High School she attended and graduated from Iowa State University with a Bachelor of Science degree. Before her most recent position with Grow Cedar Valley and TechWorks, Cary served for 10 years as the Community Main Street executive director in downtown Cedar Falls. Cary is a nationally Certified Main Street Manager and as director of Community Main Street, Cedar Falls received several local, state and national awards for their revitalization efforts including the Great American Main Street Award in 2002 from the National Trust for Historic Preservation. Cedar Falls was also named one of Iowa’s first Cultural and Entertainment Districts by the Iowa Department of Cultural Affairs in 2004, and one of the National Dozen Distinctive Destinations in 2009 by the National Trust for Historic Preservation. Cary is currently the chair of the Iowa Chamber Alliance – comprised of the 14 largest Chamber and Economic Development organizations in the state. Also, she was named to serve on the Main Street Iowa Advisory Council by the Iowa Department of Economic Authority, and represents the Cedar Valley on many other state and regional councils and boards. Over the years, Cary has served on the Waterloo Airport Board, Cedar Falls Tourism and Visitors Bureau, Experience Waterloo (formerly Waterloo Convention and Visitors Bureau), Cedar Falls Planning and Zoning Commission, Main Street Waterloo, Cedar Valley Coalition, Cedar Valley Arts Commission, Cedar Falls Public Art Committee, Leader Valley Board, Cedar Valley United Way, and is a member of many professional organizations aligned with economic and community development. Cary is married to Cedar Falls city councilman Frank Darrah, and together they have 4 children, two grandsons and four granddaughters – all located in Iowa!
